Job Description

General Overview:  Works with our affordable housing property development team to identify real property tax savings opportunities and possesses a thorough understanding of valuation techniques.  This includes conducting research, analyzing and interpreting comparable assessment data and market data, with respect to the affordable housing market.  The Real Estate Tax Appeals and Incentives Manager assists the team with real property tax analysis for assessments, tax abatements and tax incentive, and carrying out the appeal process for MVAH. The ideal candidate will have analytical and problem-solving skills, coupled with strong people skills.  The successful candidate will be effective in researching issues, reconciling databases, and completing detailed calculations.  

Duties and responsibilities:

  • Responds to MVAH Development team inquiries and responds to requests and notices from tax authorities.
  • Demonstrates full understanding of the annual real property tax, incentive, and abatement cycle for all affordable housing developments.
  • Builds awareness/understanding of jurisdictional rules and filing requirements.
  • Demonstrates an ability to collect, review, and fully understand Company-provided data for analysis purposes.
  • Works with the property development team to analyze potential incentive and abatement opportunities, analyzes assessment notices and determines and implements appropriate real estate tax reductions.
  • Demonstrates knowledge in abatement, incentive and assessment review, appeal determination, tax bill administration, and the three valuation approaches: cost, sales comparison, and income.
  • Demonstrates knowledge of assessment equalization methodology that may apply in certain states.
  • Handles all abatement and incentive filings and appeals and monitors appeals and other processes to keep tax reductions flowing to their fullest extent.
  • Works effectively with the internal teams by taking an interest in the affordable housing industry and inquiring about trends and processes to gain a full understanding of the business and future growth opportunities.
  • Performs other duties as assigned. 

 Education and Experience:

Bachelor’s degree in Accounting, Finance, Business Administration, Economics, Real Estate, Business. Strong technology and analytical skills, critical thinking, problem solving. Minimum of 5 years of experience with tax appeals and incentives.
